Mr. Idrees Mahsud is a seasoned DRR professional and a graduate of 119th National Management Course of National School of Public Policy Lahore. Mr. Idrees holds a master’s degree in public policy and management from the School of Government at the University of Melbourne, Australia. With over twenty-five years of professional experience across administrative, development, diplomatic, and humanitarian sectors, he has developed robust leadership skills. His extensive career in the Civil Service of Pakistan spans more than 20 years, during which he served in the Ministry of Law, Justice, and Human Rights, the Policy Planning staff of the Ministry of Foreign Affairs, and as Second Secretary at the Embassy of Pakistan in Hanoi. These roles provided him with substantial experience in policy planning, legal matters, and diplomatic affairs.
In his significant tenure at the National Disaster Management Authority (NDMA), Mr. Idrees played a crucial role in both disaster risk reduction (DRR) and disaster response. As Director (Recovery & Rehabilitation) from 2010 to 2011, and later as Director/Head of the Disaster Risk Reduction Wing from November 2011 to June 2014, he was instrumental in formulating Pakistan’s first National DRR Policy and the Ten-Year National Disaster Management Plan (2013-2023). He also successfully implemented several DRR projects and collaborated with donor agencies and development partners. Mr. Idrees represented Pakistan at numerous international DRR and humanitarian forums and was a key speaker at the High-Level Panel during the Humanitarian Affairs Segment of the UN ECOSOC in Geneva in 2013, where he discussed Pakistan’s proactive approach to disaster management.
